In 2001, Cecil founded WebRoomz as a subsidiary of Place Properties, a nationwide developer of university housing. Cecil’s vast knowledge of the university market space enabled him to see a need and then fulfill this need of a web-based university housing management system.
Cecil has financed, developed and overseen the development of more than 25,000 bedrooms of on and off-campus housing at over 25 different campuses. Most notably, he arranged one of the nation’s first privatized, tax-exempt, nonrecourse financings for on-campus student housing for a private institution in 1993 and for a public university in 1996. Place has financed more than $300 million of tax-exempt financing for on-campus student housing.
As Chairman of the Managing Board, Cecil is primarily involved in the overall direction of WebRoomz, along with Lee Sessions.
Experience:
- Has served as Chair of the Atlanta Housing Authority since 1999
- Current member of the Council on Foreign Relations
- Chair of the Emory University Board of Visitors
- Has also served as Chair of the Dean’s Council of the Emory School of Public Health
- Was the Executive Assistant to the Governor George Busbee of Georgia for four years
